Phone for android app testing

The company I work for is developing an android app and needs a phone to test it on. Do we have to get a Nexus 4 or are there cheaper alternatives in the 10-15K range? I assume that an app tester would have to be upgrade friendly to ensure that we have the latest version of android to test on.

Would it be simpler to get a Nexus 7?

Nexus 4 should be the best choice. You can go for Galaxy Nexus if budget is short.
 
Nexus 7 seems to be cheapest Nexus device available........ but its a tablet

Majority of users have Android phones, so try to get Galaxy Nexus

or cheaper alternative for short term, Xolo Q700, as it has Android 4.2 out of box. Majority of users are still on 2.3 > 4.0> 4.1> 4.2. Now also there are very less users running on 4.2. So a 4.2 phone should be good for a year.

Thanks for the replies. If we get a Nexus, how long will it continue to support the latest version of Android? Would it make more sense to get a cheaper phone running the latest version of Android now (such as a Micromax), and another cheap phone a year later?

The point about users still running on version 2.3 brings up another question. Do we need to have multiple devices running different versions of Android to test our app properly?
