PC Start problem. Monitor, keybord starting on 2nd boot

problem : My PC is starting up in a wierd manner.
when i press the power button on the cabby, it starts(showing all signs of life like lights, fan sounds, etc, also the mouse is on), but the components which do not start are the keyboard and monitor.
the keybord shows no sign of life but the monitor only shows that electrically, its on (the led light keeps blinking with 3 secs on ans 1~1.5 secs off. i know that it has not received any signal from the PC because :
1. it does not display anything
2. when it is actually working , the led light is fully on (no blinking)

now, when i press reset button on cabby , it doesn't work (since it was purchased.) though i have no problem cuz, i press he power button for a long time and the computer shuts off.
and starts when i press the power again.

so every time i have to use the computer i have to :
1. power the battery
2. press th button on the battery
3. press power button on cabby
(and since the PC wont start correctly ,
4. Press the power button for the three or sometimes even one or two annoying beeps
5. when the lights go off on the cabby , and fan sounds cease to annoy me, press the power button again and the whole PC will start like "yay! finally its on now"

please tell me what to do.

the config for the PC is in the signature and i'm using Samsung syncmaster793s as monitor with frontech keyboard and Envent Mouse.
please help.
the pc was assembled in october 2012

no loose connections. i think cuz i'hv already checked and also, if it was all the loose connections , why would it start the second time ??

and about updating the bios, is there any risk involved.
and should i take a backup of bios ??

before updating bios make sure you are connected with an UPS and most manufacturers provide older bios version on website - so backing up the older bios may not be needed.

Anyway, as for issue : try these :

1. Are you using a PS2 or USB KB - check with a new PS2/USB KB or try some other USB port. Also make sure any other external USB device is not connected with the pc.
2. test the ram module on another slot or better test with another ram module. Make sure the ram slots and ram modules are clean
3. Remount the cpu properly.
4. Try to run the PC without UPS.
5. Test with a discrete GPU.
6. Test with anther PSU.

1. ihv a ps2 kb and usb mouse
2. ram modules are clean.checked
3. i dont have the paste so i cant try remounting the cpu.
4. i will try this and post results.
5. i dont have a discrete GPU
6. i dont have any other PSU.

anyways how can i check which version of bios i have now?
so that i download that bios file and that would work as a backup.??
could it be just the monitor problem cuz its old ?

monitor can't block a pc from starting - this may happen due to keyboard/PS2 port malfunction though ( saw once ) - so if possible try to boot the pc with a USB KB or else without any KB at all and see what happens.

For motheroard bios version use CPU-Z app ( motherboard tab ) ..
 
I had a tv tuner card installed.. And I didn't use it at all.. The card malfunctioned and the pc wouldn't start.. Check on the same lines..

no card installed .

actually i have to give some time to the pc. to be in the "illness" state.
cuz if i shut it down now and start it in... say 5-10 mins,
it will start normally.
but if i start it after an hour or two , it will not behave normally.
i'll check tomorrow and post the results (also the without battery option is yet to be tested.)

one more thing :
see this.
my proccy is 2.9 ghz and 3.2 ghz turbo.
but software (Tmonitor is showing clock speed 1599 ghz)
also the clock speed in the gadget : All CPU Meter is fluctuating from 2901 Mhz to 1565 Mhz
is that ok ???

cpu speed ( fluctuating ) is just fine - Turbo won't be available for all the time - it activates itself only when needed and the speeds are changing because of cpu power saving features . anyway, it's advisable to run your cpu with turbo disabled on a cheap H61 mobos.

BTW, did you try running the PC without the UPS ??

but i did start it without keyboard

and it worked.
except for the monitor sttings mess up themselves.
and the desktop was extending outside the size of the monitor.
anyways.
it always does things like this. i mean the monitor..

but i had to restart again to get the keyboard working when i plugged it in after the first time.

hope you get what i'm trying to say..

will try the without UPS thingy after two or three hour cuz it needs time to be in the "illness" condition again

but hey.
is there any need ??
cuz the keyboard is the problem isn't it ??
cuz it started fine after unplugging the keyboard..
advise further..

yep, then it's either the KB or the PS2 which is acting funny ( and I already told saw this happening before ) - Solution : just get a new USB keyboard.

am using a 200 buck frontech one..
did quite a mess today.
in a hurry to get the thing working normal, i disabled the PS/2 port in bios.
had to reset the bios from the bios jumper.
k.
will try to get that.
but then ,
the PS/2 port is of no use then ?
ok..

if the KB os OK and the PS2 is broken then it's of no use now and if you don't connect anything to it there's no need to disable it from bios settings.

ps2 isn't broken.
cuz the PC starts at the second time without any problem.
and the keyboard is also working good.
but only after the second boot.

and if it was broken , it wouldn't have worked..

weird things happen and that's why the pc works fie at second startup - once I had one bad memory module for which mostly ( not always ) I need to press the reset button to get the pc working - changed the ram module and everything worked fine after that.

BTW, I've seen that Ashapoo offer at somewhere else and already downloaded and registered all of them ;-)
