PC not booting, not able to format

I bought a new HDD(WD Blue) yesterday and installed it. After installing, the PC isn't booting and i removed the HDD, tried booting, all in vain. I tried to format it, but the screen is stuck at starting windows after loading windows files. What to do ? Please help

and when i just leave it in that screen for some time, the pc turn itself off

Check the sata cables again. if you can arrange a sata to usb connecter try and get it and test the HDD

Connect the new HDD in another PC and check it health using Crystal DiskInfo.

it could be a corrupt windows install,try start up recovery from a cd just in case or try /fix mbr ,this has happened to my laptop before,had to restore the OEM partition but its worth trying to save the install before a drastic step

Have you tried booting Windows in safe mode?
Try a Linux LiveCD/USB to see if that boots. Is Yes, then the problem is limited to Windows.
