BTW i am going to consult a lawyer.I'll be leaving shortly.The DE of my area is not even picking up the phone.

Well U can try something I tried with MTNL once just pick up your phone call Directory Enquiry and ask for the direct number to the senior BSNL Officers (U figure out the designations). U'll get their cell numbers (Yup u'll), Call them and give them a piece of your mind.
