Maxi. budget 30k (Excluding speakers and UPS)

**Which is the equivalent processor of AMD for Intel i3?--Which is to be preferred?
*Which is the best suited motherboard for the same?

Basic net surfing and 3D gaming
for 3D gaming a good monitor alone will cost you around 30k...

AMD Athlon II X4 635 @ 5k would be way better than core I3...
Motherboard MSI 880GMA-E45 or Gigabyte MA785GM-US2H

in your budget i doubt you can get a good GFX card and the IGP will do..

4GB is cheap now...and it doesn't hurt to get more RAM..

here's your config..

AMD Athlon II X4 635 @ 5k
MSI 880GMA-E45 @ 5k
G Skill 2X2GB RAM @ 3.7k
Seagate 500GB @ 1.7k
LG SATA DVD+RW @ 0.9k
NZXT GAMMA @ 2.2k
FSP SAGA II 400W @ 2k
Benq G2220 @ 7.5k
Logitech Keyboard + mouse @ 0.8k

Total around 28k..if you want you can go for 1TB Seagate for 2.8k

For casual gaming also you need a graphics card, specially in a 22" full HD display. So modifying a little.

Don't go for Dynet RAMs.
Also I noticed in the 1st post you mentioned that you want the rig for gaming('cause 3D gaming aint possible in 30k).Going by that don't go for a card less than 5670.GPU for 3.5k - I don't think its very good.
Don't go for the PSUs that come along with the cabinets.Looking at the list given to you by the retailer go for FSP Saga II 400W or Seasonic 380W.

"GTX 250" - you sure about that?I checked smc, theitwares, techshop, mediahome.None had the card.Did you by any chance mean "GTS 250"?
Well if it is GTS 250,I would advise you to drop it & go for GTS450(if you want only nVidia) 'cause 1GB GTS 250 costs around 7k & GTS 450 is available for around 7.5k.
But since you want it more for gaming than rendering/animation, I think you should go for HD5770.
