Dude you want her to learn not get frustrated with it, be kind enough to get her a Dual Core.

My Suggestion:

E2180 @ 3.1k
nForce 630i/7100 IGP @ 3.5k
2x512mb ddr2 667mhz @ 1k
iBall cabby with 400W PSU @ 1.8k
HDD 160GB @ (I'm not sure about the price)
15" LCD/TFT or CRT 17" monitor, 3-6k max

Total:

10-13k

If you want lower then:

X2 4600+ @ 2.7k
nForce 610i @ 2.7k
1GB DDR2 667MHz @ 0.9k
Cheap CAbby with 350W PSU somewhere @ 1.3-1.6k
(Better the iBall one above)
80GB, 120GB or 160GB minimum 1.6k to max 2.6k

I agree with comp@ddict to go for at least Dual Core, but for lowering price, here is my AMD suggestion:

AMD Athlon 64 X2 4600+ - 2825/-
Asus M2N - VM DVI Nvidia GeForce7050PV/nForce630a(MCP68PVNT) - 3200/-
Transcend 1GB DDR2 677Mhz RAM - 975/-
Seagate 160GB - 1900/-
ASUS SATA DVD Combo - 1300/-

Local Cabinet - 900/-

Monitor Options:
CRT 15" - 4000/-
LCD 15" - 7400/-

KB-MOUSE Combo - 600/-

Total nears somewhere around 15,700/- with CRT..

To reduce costs, better get something from eSYS, they offer Dual Core, 2GB RAM, 160GB HDD for some 8k, and adding the monitor CRT is 11-12k and LCD is 14-15k(17" wide screen)

BTW: eSys is a good option seriously, and be eco-friendly, get LCD(it consumes one fourth power than CRTs)

as you already have a system, and today when half of the job gets done by USB, no need of buying any optical drive, hence 1.2K saved.
Put your own drive and install the OS and remove it once done. The idea is to reuse thing which you can while setting up the system

By any how include a TFT monitor even if it is 15 inch, though 17 inch price also same. your choice is LG or Viewsonic monitors in 7K. Its not just power but also its better than CRT for longer usage, sitting infront of monitor)
Besides this I hope speakers would not be needed
and I too recommend comp@ddict solution, a today's age celeron is good for normal usage and would be real affordable, so you check check the eSYS desktops

Assembling the specs KPower or raghu or anyone suggests are feasible

ASUS m2A mx -2300 (I have this board, bought 3 months back)
Athlon LE 1600(it has HUGE reviews on newegg) -2k OR AMD sempron 1200(cheapest cpu today) Rs.1600
512mb ram - xp runs great on 512mb
local cabinet/smps
Get a second hand 80gb hdd from one of the forum members here(bazaar section) - Rs. 1000

== Rs. 6500 :)

IMO - make sure to get a logitech mouse(350) instead of cheap n flimsy 'quantum or gemini mouse. Those are too light.

well if you are spending 500 bucks why not spend 500 more and get complete package.
He really does not need optical drive in that case. Because read speed of DVD is more than CD, and when they are at such affordable rate, not many people would be using CDs, except for old systems which have them.
