Right off the assembly line
1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Movies, World of Warcraft, Civilization series

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Less than 20K

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10 or Windows 7

5. How much hard drive space is needed?
Ans: NA

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Already have Dell D2015H

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Hard disk, monitor

8. When are you planning to buy the system?
Ans: Next week

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes I have built

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Chennai, mostly from challenger or deltapage

11. Anything else which you would like to say?
Ans: Thinking of Pentium Dual Core Spec

Optical drive, kb/mouse, ups are not need currently.

Can I add R7-360 or equal Nvidia card? SAPPHIRE R7-360 is priced at 7K. Wondering why its 3k lower than Asus? Whether it will last for few years? Will the Antec VP450 SMPS can handle it? or suggest Graphics card and smps with 10K. Is CPU bottleneck to considerable amount?

Then you can use that money to buy better graphic card.
Yes, your budget allows Sapphire R7 360 2G DDR5or Asus GT740 2G DDR5. Going by this hierarchy R7 360 is better. The price difference may be because of brand value.
Yes, the Antec is good enough. If you want a better rated PSU, you can go for S12 II Bronze 430 for 4k. With the rest of the money you can go for Asus GT730 2G DDR5.

Wait for others to comment about CPU bottle-necking, and what kinda performance/fps/settings you can expect from these graphic card for the games you want to play.
