Need help with new CPU 40K budget ( virtualization and gaming)

1. What is the purpose of the computer? What all
applications and games are you going to run? (Stupid
answers like 'gaming' or 'office work' will not work. Be
exact. Which games? Which applications? Avoid the
word 'et cetera.')
Ans: Virtualization. Will run heavy virtual test scenarios.
Gaming running gaes like dota2 and LOL and other FPS at 1080.

2. What is your overall budget? If you can extend a
bit for a more balanced configuration, then mention
this too.
Ans: 40k maybe +2k

3. Planning to overclock?
Ans: most probably no but want the option.

4. Which Operating System are you planning to use?
Ans: Win 7 / Linux ( redhat, centos, fedora etc)

5. How much hard drive space is needed?
Ans: 2 TB

6. Do you want to buy a monitor? If yes, please
mention which screen size and resolution do you want.
If you already have a monitor and want to reuse it,
again mention the size and resolution of monitor you
have.
Ans: No I have a 19 inch monitor its not 1080 but I intend to upgrade both my monitor and Graphics card around feb march next year.

7. Which components you DON'T want to buy or
which components you already have and plan on
reusing?
Ans: 1) optical drive (DVR-RW)
2) HDD have 1 TB Sata II
3)monitor 19 inch
4) graphics card HD7770
5) keyboard and mouse (both gaming series)
6) mousepad (razer golathus)

8. When are you planning to buy the system?
Ans: 1st or 2nd week of November

9. Have you ever built a desktop before or will this be
done by an assembler?
Ans: Yes i have built a desktop before but have not done it for 6 years

10. Where do you live? Are you buying locally? Are
you open to buying stuff from online shops if you
don't get locally?
Ans: Pune, will check lamignton road and flipkart

11. Anything else which you would like to say?
Ans: I plan later to buy a card like HD 7870 and a full HD monitor.That cost is not part of this budget.
Very confused about the PSU should be able to handle HD 7870 or 7970. also possible overclocking.
looking for 8GB of RAM.
also should i go for a after market cooler

my possible preference:
cabinet : corsair R400

Please also let me know the probable prices.

Sapphire R9 270x 2GB Dual-X -18000 (Approx Prices)
Dell S2240L 22" LED IPS -8500

Later on you can add an SSD for faster booting:
Samsung 840 PRO 128GB -7500. (5 Year Warranty)

Asus M5A97 EVO R2.0 (8000)

Fx 8350 (13000)
Asus M5A97 EVO R2.0 (8000)
Kingston HyperX Blu 1600 MHz 8 GB ( 1 stick) (5000)
Seasonic S12II 520 (4200)
Corsair 300R Windowed Side Panel (5200)
Coolermaster Hyper 212 EVO (2300)

Total -37700

I am not looking for a SSD right now.

If the Corsair 400R ( non windowed) is available for 500 to 800 Rs more I will pick that.
Also will will the 520 watt PSU will suffice for a high end GFX later on. Because i intend through time to increase the sticks of ram
Asus M5A97 EVO R2.0 does support overclocking right ?

get Seasonic S12II 620W. Asus M5a97 Evo r2.0 supports OCing and you can save almost 3k by going for FX 8320.
