Away from Forums, Again!
1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Simple office applications, printing bills, projects for children of age 10 and browsing.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 10K, maybe 12K at max

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 7 or Windows XP

5. How much hard drive space is needed?
Ans: Lowest possible. Not much needed.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No need for monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: We already have a Monitor, Keyboard, Mouse, Speakers. No need for Graphics Card.

8. When are you planning to buy the system?
Ans: ASAP, this month.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes, I have built many systems before. I will assemble all by myself.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Locally only, maybe Flipkart, but not any site which doesn't support COD.

11. Anything else which you would like to say?
Ans: Keep the budget to bare minimum. No need for "performance", "speed" and other gimmicks. Keep the configuration to the point for little kids to learn. Nothing else to say.

You haven't suggested any HDDs.

So, here is my suggestion:
* Intel D2500HN Combo Motherboard | Combo Motherboard | Flipkart.com -- 4k
* Corsair 2GB DDR3 laptop RAM -- 0.8k
* WDC Blue 500GB HDD -- 3.5k
* Zebronics Deluxe with PSU -- 1.2k
* HP 24x DVD-RW -- 0.9k
Total ---- 10.4k

If possible get Corsair VS-450 for 2k more instead of that local PSU.
