Sony Sola seems to be a very good option for you.It costs around 18k.
And if you can increase your budget a lil bit then look out for HTC Sensation and Xperia P too, both costs around 22k

In the zone
HTC Sensation is disconitinued by HTC

better see Sony Xperia Sola or Samsung Galaxy S Advance :)

if u can increase yes then Xperia P is a better buy :)

But Sensation is still available on many websites and is a nice phone with very good looks.
S Advance is not worth for its price tag

second that..samung hasnt given info. abt whether or not it will get ics.
it is a phone no doubt but should pe price at ~20k~..

galaxy ace 2 supposedly is a good phone acc. to gsmarena and there are rumours that it will get even ics!!
else the xperia u is bang for buck and if u dont want to wait...

Yea! he can root and put ICS ROMs in 18.5k Galaxy Advance

where r u getting it for 19k???:eeksign::eeksign: it is very much worth it because of the 4 inch super amoled curved display (like nexus s)
but again question over ics remains.

Galaxy S advance has ZERO developer support on XDA and there is no custom 2.3 ROM available for it, let alone ICS!!. So I wouldn't recommend it unless you wanna be stuck with Gingerbread for life.
