Right now going for DDR2 based system will be a total mistake. DDR2 is phasing out slowly and DDR3 is taking the place. You will be having lot of problem to update the DDR2 ram in near future. For just few hundred bucks don't go for DDR2 based system. I'm suggesting a DDR3 AMD config at ur budget.

Processor: Athon II 435 Tri Core 2.9 GHz @ 3.6k
Mobo: MSI 785GM-E51 @ 4.6k
Ram: 2 GB Kingston DDR3 1333 MHz @ 2.4k
HDD:
Seagate Barracuda 7200.12 500GB @ 2.3k or Western Digital Caviar Green 500GB @ 2.35k
Cabinet: Zebronics Bijli @ 1.5k (comes with Zebronics 450W SMPS)
DVD Writer: LG SATA 22X @ 1.1k
Keyboard&Mouse: Generic @ o.5k
Monitor: BenQ 17" LCD @ 4.3k

Total is 20.3k. Now to be within 20k, u have to go for CRT based monitor. If you go for DDR2 based system them u can save another 1.5k, which is not suggested at all. Still giving a DDR2 alternative
Kingston DDR2 2 GB DDR2 800 MHz @ 2.3k
Biostar A785G @ 3.4k

Anubis suggested a nice configuration. Just drop in 4Gb DDR2 & its good to go for 3yrs or so. Current PCs r OK with 2Gb so 4Gb should last for 3yr or more provided, the rams doesn't becomes dead or its not going to be used for XTREME GAMING. Even games wil b satisfied with 4Gb ram provided a nice GFX card is dropped in2 the rig.

& 1 can opt for 17" CRT if price is over budget (which is likely to be).
