I am planning to get 2 MacBook air's (2013).

I am confused in 11" and 13" model's.
Both have same processor , ram and everything except screen size and price.

I am getting MacBook for Software Development (XCode, Android, Win 8) and other for my sister (she will do stuff related to fashion designing and photoshop).

Choice 1 is to get 11" and upgrade RAM to 8 GB and Processor to i7.
Choice 2 is to get 13" and upgrade if necessary for me. I am confused if Haswell i5 and 4 gig of RAM is enough for Software Development.

Is i7 really needed for Software Development. Is Getting with 8 GB is worth it?

Please answer question from both perspective for me as well as my sister.

For programming Haswell i5 + 4GB RAM should suffice.

As far as fashion designing is concerned, it should work well too. Is the software used for fashion designing too graphics intensive ? I mean uses 3D models, etc

For Fashion Designing she usses CAD, PhotoShop, Corel Draw.
I have decided to go with 13" with 8 gig of RAM. Thanks.

Why don't you wait for a while and get the Macbook Pro when it gets an update?

The thing is, Macbook Air has a ULV processor which is slow. Sure it is portable as hell, but Macbook Pro (next gen) is what you should be looking at seeing your requirements.
