I have suggested him the following components and the shopkeeper quoted the price.
core i3 2100 + h61wwb3---------------Rs8000

For the above, he said combo so I am assuming its H61. H67 will be fantastic.
Or any Asus H61 series motherboard.
4GB DDR3 RAM--------------------------Rs 2100
500 GB HDD-----------------------------Rs 2200
DVD/RW----------------------------------Rs1000
Keyboard/Mouse-------------------------Rs800
20" LED Monitor--------------------------Rs6300
Radeon HD 6770-------------------------Rs 8100

And now I need suggestion on Good Power Supply and UPS.

Most of the quoted prices are far higher than current market price.
Currently Intel i5 2400 is available @ 9.3K and Intel DH67VR-B3 is available @ 4.5K. So the combo is around 14K. Similarly Kingston/Corsair 4 GB 1333 MHz DDR3 value Rams are available @ 1.3K.
Price of HD 6770 from MSI is just 6.6K. 500 GB Seagate HDD is available @ 1.9K.

However, in 35K it is very difficult to build a fully featured Intel based Gaming PC. Still you can opt for the following components:-

Intel DH67VR-B3 @ 4.5K
Corsair 4 GB 1333 MHz DDR3 value Ram @ 1.3K
FSP SAGA II 500W PSU @ 2.2K

Human Spambot
i5-2500 is not recommended at all. Its just 200MHz faster than the i5-2400 and costs ~1k more. So, why spend 1k more for just 200MHz.
