In win 2000 pro how can we set that use can only change ip?

In my office some user have to chage only gateway ip ..!!

because for VPN use have to chage gateway IP so how we can set that ..??

only and only ip change right how is it possible??

goto properties
goto tcp/ip properties
change default gateway ip
exit

but only administrator can do this.

but user can not change the gateway ip...!!

so i want give all user can only chage ip address and gateway ip address...!!

no other access to user...!!
