I need a new budget build (25~28K)

Hello guys I'm currently planning to get a new Desktop for myself in college. Some thing simple but effective. Please help me out.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Microsoft Office, Photoshop, A few games (BF, GTA V, Warframe, Witcher 3, etc.), VIsual Studio, Eclipse, Android Studio

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 25,000 to 28,000 INR

3. Planning to overclock?
Ans: Maybe

4. Which Operating System are you planning to use?
Ans: Windows 10 + Linux (Dual Boot)

5. How much hard drive space is needed?

Ans: 1TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, 15" will be ok, anything bigger for a small budget will be even better.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Mouse & Keyboard

8. When are you planning to buy the system?
Ans: Within February, 2017

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yup, I've built a few before.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Shillong. Best bang for the buck I guess, online or offline.

11. Anything else which you would like to say?
Ans: I don't mind scavenging OLX or eBay for used parts (especially GPUs).
Also, how much would you price my old laptop (Online Shopping India Mobile, Cameras, Lifestyle & more Online @ Flipkart.com) I bought in on October 2014 for 34490. Planning to sell it to hopefully get more money for the build. A8-6410, 8GB RAM, 1TB HDD, W8.1, 2GB R5 M230 GPU.

Where are the pentium G4560 and the corsair ram available for that price?

Also the h110 chipset motherboards need their bios to be updated using a skylake processor before kabylake cpus can be paired with them.
