If it is logical bad sectors then you can recover but if it is physical bad sectors then you cannot remove them but prevent the os from writing in that section using surface scan.
bad sectors are physical damage to the disk drive , so can be repaired . but u can run a thorough scandisk on the drive which will mark the bad sectors on the drive to prevent further data loss.
if u want to sell the drive but don't want the buyer to know abt the bad sectors on the drive .... u can perform low level formatting on the drive. but if the drive is scanned again thoroughly it will show the info abt the bad sectors ion the drive.
To remove logical bad sectors try zero filling the drive using the utilities provided by your manufacturer. it will completely wipe your hdd clean but will take around 3-4 hours.

@rachitar
logical bad sectors are created for instance ,when some virus attacks your pc and the OS is not able to write files on the hdd due to these bad sectors. these are logical bad sectors which can be cured by zero filling.
