How to password restrict my PC

I need something that restricts access to my computer in the following way:
Unless a password is entered only 1 webpage on any one browser can be used. No other application should be accessible; the browser should not be allowed to be closed. Basically I want my system to be in lockdown, so that nothing can be accessed except one single webpage!
Is this possible, using some application or something?

There are several ways to do it.

Method 1:

Use the Local Group Policy Editor [ gpedit.msc ] to configure user rights [ create NEW limited account user and block rights on software launch ]

Method 2:

User Account Control (UAC), use this to block applications, which will hide itself in Protected Mode.

Method 3:

Use Cyber Cafe Software to restrict access :

1) This option is not feasible tbf. How many apps can we block manually ?

2) Doesn't fills the purpose of OP even nearly. Restricting UAC will only restrict apps which require admin permission to launch which totally depends how an app requires to start, i.e, w/ admins permissions or w/o it.

No, UAC is very powerful, if you know how to configure it.

It can prevent the user from doing the following tasks :

  1. Running an Application as an Administrator
  2. Changes to system-wide settings or to files in %SystemRoot% orProgramFiles%
  3. Installing and uninstalling applications
  4. Installing device drivers
  5. Installing ActiveX controls
  6. Changing settings for Windows Firewall
  7. Changing UAC settings
  8. Configuring Windows Update
  9. Adding or removing user accounts
  10. Changing a user’s account type
  11. Configuring Parental Controls
  12. Running Task Scheduler
  13. Restoring backed-up system files
  14. Viewing or changing another user’s folders and files
  15. Running Disk Defragmenter

Point 1,2,3,4,5,6,7,8,9,10,11,14, are tasks requiring admin rights. This is what I said earlier, just that I used "apps" instead of tasks.

PS: And 7=9=10 (all under banner)

No matter what you do.. I don't think you can stop the ability of browser to get close! :D

Ok I foudn another option, that seems the simplest .
Opera , kiosk mode. details: Opera: Kiosk mode .
Now I just have to set opera to start in kiosk mode at startup and then I can finally work distraction free!

^^ I tried that just now. But was able to get back.. using Ctrl + Del + Alt :/
Not full proof. :(
