how to have more bandwitdh on the network

guys we have 4 mbps line of bsnl internet in our college and it is shared by all 12 hostels and department labs etc and also in teachers faculty houses quarters..

i wanna say that even if the line is so powerful but i receive only 10Kbps of speed on my computer in hostel room..
one year ago we received 100+ kbps speed on each computer in hostel..
but now new batch students are so speedy that they always continue to download big files like games films etc all illegal content...some guys download lgal content also like beta or free available isos..

they schedule download manager to continue download one after one.

SO i wanna know that how can i pull more internet speedon my computer


is there any software available to do this or any settings anything possible plz tell me

@Desmataks, It goes like this:
If all students & teachers where just browsing websites, you'll get a very good
speed (bandwidth). The new students in your college schedule Download Managers
& download huge ISO files. This will definitely reduce the download bandwidth speed
for all connected to the Network. Since all share the same BSNL line!!
Use a Download Manager like FlashGet, & schedule it to download files when
less number of people are using the Net!!

yes i know but it sometimes happens that download speed is going >10kbps but browsing speed is dead

is there no software tool available which provides more internet speed on my computer by pulling more bandwidth

1 Mbps leased line with unlimited data transfer cost 6 - 7 lakhs per year...

so calculate ur budget...
