^^yes,your meter is fine.in fact all cheap meters only measure approx. rms voltage value.to accurately measure instantaneous power consumption of ac voltage you need costly thousands of rupees meter & probably why such meters need multiplication factor to get correct consumption of power because billing takes into account rms voltage & current not instantaneous voltage & current.
