1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans: 1-2 weeks

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes , Can build myself

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?

Use your existing proccy, just a get a new DDR3 mobo, DDR3 RAM, better PSU and a good graphics card.
Here is my suggestion:
* Gigabyte GA-G41MT-S2 Motherboard | Motherboard | Flipkart.com -- 2.7k
* Corsair 4GB DDR3 Value RAM -- 1.3k
* Corsair VS-450 -- 2.4k
* MSI HD 6770 1GB DDR5 -- 6.5k
Total ---- 12.9k

If that's above your budget, get HD 6670 1GB DDR5 for 5.5k instead.

You can use the HDMI in your graphics card to connect your PC to your HDTV.
