REQUIREMENTS: Descent Quality Video/even @ Low light

Currently i also have ROKR E6 which can be used as webcam... so it should be better than that!

& also i will b using with my laptop!

I will suggest you Creative or iBall 2.0 MP webcam.
Price around Rs. 2k

Else, you can see Amigo 1.3 MP webcam.
Price Rs. 500/-
