GTA IV Poor Performance issue!

Unlike other games, GTA 4 is not much gpu dependent.

Yeah! yeah CPU Dependent games like Skyrim

If EFLC runs fine, ite definitely a software issue.
Try the steps from Post #16. It might work.

Still the same issue, i am going to change my proccy very soon to a Phenom 2 Quad one and lets see if i get decent fps then
