I think you should change the crap PSU. HD 6670 1 GB ddr5 would be the best graphic card for your budget.

no need to change the PSU - the PSu can deliver 22A on +12V rail - so it's enouh to handle Op's rig with a HD6670.

Since the processor is old will affect the overall performance? So my friend is afraid that if he spend so much on GC, then it may be waste. So can somebody provide solution for this. Also suggest a GC @ 3-3.5k range!

Nothing to be afraid of. Get HD 6670 1GB DDR5. Its a futureproof option too. No good sub 3.5k cards available now.

at ~3.5k range you can get HD5570 1GB DDR3 or by spending 0.7k extra you can grab a Sapphire HD6570.
