I have used google earth long ago, dont know how much change is in it. Back to then there used to be a single file where all the offline data were stored. It was like browser cache. But it gets refreshed after a periodic time when you get online. What I used to do was took a backup of the file and placed somewhere else. If the cache was refreshed, restoring the backup will allow you to browse offline.
