Gaming PC under 60k

FX-6300 is capable enough to handle GTX 760 and it will handle 280X also with small bottleneck, not very huge.

But when he wants to upgrade to his next gpu [IN probably 2-3 years time] he will have to buy a new CPU [+mobo] to avoid bottleneck, whereas if he goes for i5 [and a 270X - 15.5k] he can easily upgrade his gpu down the line [with newer technology] without buying new cpu+mobo

One can either go with 280x and not upgrade for at least 4 years or get a 270x or upgrade after 3-4 years. Plus, 6300 can be overclocked. I once ran GTX670 with my i3 2100 and if it could handle it and give 60+fps in crysis 3, then FX 6300 can do it undoubtedly.

If CPU bottleneck is that much of a concern, buy a FX-8320, learn how to overclock it and when you feel CPU is holding the GPU back, start to overclock the CPU.

Get be better GPU, try something like AMD HD 270X.

i would suggest seasonic s12 620w @5200, here you will save 1.5k and you can invest it in getting better gpu

do you really need 16 gb ram for now? if no ,then i suggest to get the following
