[Complaint] Docomo not processing mnp

Hi, I opted to port out of docomo to vodafone for which I bought the sim on 17 jan. The shopkeeper submitted the docs on 19 jan and get a confirmation message from docomo on 22 jan. But even till today, my number is not ported. I tried chat support with docomo but they said they cannot provide details in case of port out (bloody diplomats) and kept on copy-parting the same line to my every answer. Finally, after scolding another chat support guy, he said that the port time limit for my number is till 4 feb (14 days after submission although govt's time limit is 7 days). When asked why is it taking so long, he said go ask the port-in service provider. Vodafone guys said they do not have any details as docomo has not switched the number to us. Then I called up docomo guys and asked them to register a complaint, they denied saying that they do not register complaints for port out %-). The shopkeeper keeps on saying 'bhaiya 2 din mei ho jayega'. Now what am I supposed to do?
