m Using Win 7, without any Tweaks.
its just normal windows 7

Can u tell me which services u stopped ?

Windows Update, Search, Defender, Security Center, DLTC, Firewall, Superfetch, Remote Registry, and your HDD is running too hot .. make sure it does not go over 42c and check your HDD with manufacturers diagnostic tool and perform a full/long test.

if i play the same video from PenDrive, then it plays smoothly.
No hiccups, no freeze nothing.
But if i play it from HDD, now video freezes after 10 secs

+1 to topgear..... @OP: hdd seems to be fishy, do some tests from manufacturers tools as recommended by topgear
