Cheapest Rig for Cousin around 15k!!

So as the thread title says, suggest me the cheapest possible config under 15k.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: This pc is for my cousin sister, she plays ONLY facebook games and Sims 3(graphics quality mean nothing to her), plus she does lots of chatting and thats pretty much what she does 24x7.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 15k+-2k

3. Planning to overclock?
Ans: You kidding :lol:

4. Which Operating System are you planning to use?
Ans: Win 7

5. How much hard drive space is needed?
Ans: 250GB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Not in plan, she has ye old crt monitor to use, but feel free to include one if budget permits.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Kb+mouse is there, also no speakers, and monitor as I'd said earlier.

8. When are you planning to buy the system?
Ans: Monday

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No issue with this.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata, only local offline shops.

11. Anything else which you would like to say?
Ans: Must come with UPS.

I had come up with this, comment and modify(price incl taxes):
CPU: AMD Athlon II X2 260 - 3400/-
Mobo: GIGABYTE GA-MA78LMT-S2 - 2800/-
RAM: Corsair Value RAM 2GB - 800/-
Cabinet: 1000/-
PSU: Corsair VS450 - 2200/- /As long as its better than generic cr@p, FSP saga would have been better but doubt availability.
UPS: Numeric/Microtek 500va - 1300/-
HDD: Seagate 250GB - 3100/-
ODD: Asus - 1100/-

Performance wise G620 is faster than AMD Athlon II X2 260.

What about the performance of the onboard graphics?

^^The intel hd graphics in g620 should be faster than the integrated radeon 3000 that comes with GIGABYTE GA-MA78LMT-S2.

Consider this:
AMD A6 3500@4k
GIGABYTE GA-A55M-S2V @3.4k
Rest your selected components.

Amd A6 3500 is a tricore apu which has 6530D as IGP which is a much better graphics solution than intel hd2000 and integrated radeon 3000.

I'll keep the APU in mind, heard their CPU performance wasn't nice, specially the dual and tri core models.

Facebook games don't need powerful graphics hence go with vlk suggestion.peocessor is more powerful than athlon xII 260

If I can get FSP Saga II PSU 350w @ 1.8k will is be able to power both systems? No graphics card will be bought in future.

Why to spend 2.3k on vs450 for thr normal rig..
Better get the cheap gigabyte 450watt psu for 1.2k from ebay
