Change the product code of your phone-the Version MENA has Urdu language support. google it for changing the product code, update the firmware /if already updated-reinstall the firmware on your phone and you will get the urdu language !!
You have not used the correct product code then..coz this is the only 100% working solution !! google for the product code that includes mena version !
