2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: MAX 30k

Ans: NO

4. Which Operating System are you planning to use?
Ans: Windows 8

5. How much hard drive space is needed?
Ans: 2TB :D

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Not needed currently, currently have 17" Compaq with 1280x1024 resolution

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Mouse & Keyboard, , Speakers

8. When are you planning to buy the system?
Ans: Tomorrow or max "parso" :D

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No, an assembler will do all these

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Locally but if prices are high then flipkart

RAM- Corsair 4GB (should i buy 1333mhz or 1600mhz?)- 1.4k for 1333mhz and 1.57k for 1600mhz
OPTICAL DRIVE- Samsung SH-224BBDVD Burner- 1k
HARD DISK- WD Green Caviar 2TB Internal Drive- 5.8k
Cabinet & SMPS- Local Brand- 1.7k
UPS- 1.5-2K

Total- 30k~

X264 v4.0: FPS: Higher is better

WD Caviar Green 2 TB Desktop Internal Hard Drive (WD20EZRX) - WD: Flipkart.com
or
Seagate Barracuda 2 TB Desktop Internal Hard Drive (ST2000DM001) - Seagate: Flipkart.com

or i should go for some 1tb of same price of above

But i heard that this hard disk will create problems while playing games..is it true?? Although i dont mind a bit less copy speed...

No.It wont create problem. But when playing games your load times might be longer,but definitely no FPS issues,things dont work that way.:p

For all around great performance and warranty of 3 years get the Toshiba DT01ACA200 2 TB at Rs 5850.

Does wd green not have and performance issues or reliability as there is too much header parking, or is that a past story?

It still does park the head when not in use,but the failure rate has gone down. Im using one one for storage WD10EADS for 4 years now,no issues,fingers crossed.

7.9k is the price at lamington road, mumbai... I just helped my friend buy one from there 2 weeks ago...

We were getting 7750 for 6.7k and 7770 for 7.9k...

Notes:

1. Suggested 1TB HDD.
2. If you really want 2TB of HDD, then buy 2 of those 1 TB WD Black drives and drop one 4GB RAM from your config.
3. No extra graphics card suggested to make a balanced rig for your needs without sacrificing the scope of future upgradation.
4. If you want to add some ~15K graphics card to your system in future, then I would suggest you to buy Corsair GS600 @4.5K instead of CX430V2 as PSU.

Optional upgrade:

1. Logitech G400 @1.4KP.S. Don't ask me why I'm suggesting you this, the need of good gaming mouse just came into my mind.
