Building cheapest PC that's kind of reliable?

So a former employee of my father wants to get a first computer for his children...


Purpose :
Simply learn how to use a computer. Basic things.
Reliable: complete newbies to computer, things go wrong in hardware, they will have issues.
Cheap



Parts needed:
monitor / CPU / keyboard mouse

Budget:
The employee is kind of low rank, so can't spend much. 10k is absolute max. Cheaper the better.


Open to second hand parts,

Warranty: not sure, can't expect them to realize that the mobo is at fault and needs to be RMA'ed.



Option1 : setup raspberry pi 2 for them with a 2nd hand year old monitor ? Issues with this approach: if something goes wrong with the pi though , the local computer repair shop may not be able to help; linux only..

Option2: Complete second hand config from nehru place? : This need knowledge/name of a reliable shop.... anybody ?

Option3: Buy a complete new super low end config pc from ebay - Desktop PC Computer Dual Core 2 6 1GB 80GB ATX Cabinet Only 5798 | eBay

Any other options / suggestions? Which option seems most suitable ?

old laptop: if something goes wrong with one part that can't be fixed they'll have to trash the whole thing , plus laptop repairs can be expensive..

What else would you expect in 10k?
Try searching for 2nd hand PCs/components from those computer training institutes or people who buy used/old computer lots from college/schools or local repair shops. And if they give a good quote, post it here before buying. Most out of warranty products would be from 2012 or before so beware of HDDs getting corrupt or Mobo going dead after few months of usage.

Pi/Pi 2 isn't recommended for someone who wants to learn what a computer is. Its for people who want to learn about coding, development, etc.

What about Option 3 ? Eg: here is a low end but new config for 6k Desktop PC Computer Newl Dual Core G31 2GB 160GB ATX Cabinet Only 5999 | eBay , we can easily add a and monitor for 3500 + 500 for monitor and keyboard mouse. Isn't this better than the laptop option ?

How about Intel NuPC which is buzzing the market these days and cost 10k?
Do they have an HDMI TV? Not necessarily smart PC?

The intel compute stick is the first thing that crossed my mind as well..but they don't have an HDMI TV
