Broadband Decap

I've BSNL's HOME UL 900 plan and my download speed at max go to 33KBps. I heard that unlimited connections have there lines capped to prevent server overload. Anyway to decap these lines? Also can one find out the password of username of user of same domain or login as Administrator where they ask for username and password?
