Wave 575 @8200/- is a good handset. meets all your requirements. good 3.2cam, 3g, wifi, 3.2" capacitive touch screen, mp4 video player

only limitation is it does not have front video camera.

Nokia C5(around 7.5k, 3G with small screen) or E5(around 10k, feature-rich)
And Samsung Monte is good indeed considering the features it provides at such a great price- 3" capacitive touch, 3.2 MP cam, 3G, Wi-Fi, front cam

^^ Exactly. Monte is not a smartphone. Even Symbian-based Nokia 5230 is a better platform in that price.

H/W wise monte is slightly better but both Nokia 52** & Monte uses resistive screen.this should change this year BTW as cheap Androids are shipping with capacitive screens.

big screen, low resolution & bad battery backup, less ram. go for it if bad backup & low res screen not your concern.
