Since you've responded "any" in almost all questions, I assume that you have no idea of smartphones, Android, etc.
You better get the Nokia C5 for Rs. 7500.

BTW, I would suggest you to get this :

Nokia 5530 Xpress Music - it should come under 10k and supports a wide range of apps

Samsung Wave 575: around 9k. Bada OS, 3G, Wi-FI, 3.2mp camera, 3.2" display (this used to be at 12k price point earlier but looks like there was a price cut)
SE Hazel: 10k, UIQ, 3G, Wi-Fi, 5mp camera, 2.6" display (no touch)

There is no point in investing 10k on a resistive touch phone in 2011 :)
Other options are : Samsung Monte and Nokia E5.

since lots of people are suggesting the bands that you prefer, I'll suggest to look beyond it.
Check out the ZTE Blade aka DELL XCD 35 aka Orange San Francisco
Its too a great phone @ 9k

Have a look over it.

but since its a Chinese re-brand people should be careful about investing on it

There isn't any harm in Investing in San Fransisco. Don't buy it from India, Import it directly from UK so you'll directly get it from Orange.

In UK you get the Orange version of XCD35 called San Fransisco locked to the Orange network.

VarDOS is mentioning about that, which u might be able to get it shipped here or get from somebody you know from there for abt 9k..

It's around 8-8.5k (depends on individuals bargaining skill :-D).
Out of these two 575 is better cuz of - bada (against samsung proprietary OS), 3.2" screen (ag. 3", but thanks to same resolution smaller screen may look better) and resale value (its new in market).

Yup, I'm speaking about the Orange version of XCD 35 - its prepay in UK so you get it cheaper and can easily imported to India w/o custom duties and warranty :p and also no contract break
