Rs 4,000 INR.

2. Dual sim?

Not a necessity but would be good if its there.

3. Preferred choice of brand?

Don't have any preference but as long as good ASS is there it will be fine.

4. Primary use of handset (multimedia, camera, internet, gaming etc)?

Calling mostly. So the call quality etc need to be good.

But music is another important priority, especially through the speakers. So, the speakers need to be good and loud.

Best feature phone under 5k (when I purchased) would be Nokia X2. Not sure whether you'll still find them in stores but it is a great phone. Nokia X2-00 has 5mp camera, single sim 3G, dual speaker at the back, media control buttons.
I bought one 8years back and I still have it in working condition, it is my backup phone while traveling.

Not sure very of today's feature phone market as mostly it's been taken over by smartphones.
