Away from Forums, Again!
You won't get a 4 inch screen under this budget. The best phone close to your requirements is Motorola Defy + costing around 14.5-15K in the market.

Here's a link to what all it packs - *www.gsmarena.com/motorola_defy+-4098.php

Also, if you like the Windows Phone 7 platform, you might a good deal with the upcoming Nokia 610.

Samsung Omnia W is a good handset,if you wanna buy a windows phone then its the best option in your budget.
And if you want to go for android(even I suggest you to pick android over windows any day) then you can look out for Sony Live with walkman, or if you increase your budget a lil more then I suggest you to have a look at Sony Ericsson Neo V for 16-17k

1) Some Limitations of WP phones-

a) You cannot put in a memory card.
b) No bluetooth File Transfer(songs pics nothing)
Bluetooth is meant only for Headset.

Well, most companies bloat the phone. make unnecessary changes to UI. Put bloated apps, etc
Rooting it should fix it. But thats another story.

The budget you are after, its fine. But there are many phones which plague the market that are to be strictly avoid.
Take Dell XCD 35 for example. Its just a rebranded Zte Blade. Very much to be avoided.

Yes I have used Omnia,a friend of mine owns and have also used a couple of other windows 7 phones. They are smooth.

In android you will get a lot of apps and games and you will also get a lot of customization options which windows is still lacking.Overall android is much better

also i read online that android devices become slow over a period of time.. is that true..
Yes its true. But the difference will not be much. You can ignore this,as you can delete apps and reset your phone if there is a lot of difference in the performance.
And some things has been mentioned by THETECHFREAK which should be taken in care before you make the purchase.

Is it good to buy a budget andro device..
Yes obviously.Android is much better than windows, these two can't be compared I think.

I told you above it(app store) is not even comparable to android app store.
But soon(in a month or two hopefully) we will be able to play every app of android on windows.

Even I love HTC Phones but in 15k we don't have good options from HTC,other companies are having much better options.
Even one wants a phone under 10k then one can look out for HTC Explorer for 8-8.5k.
And other phones which are very good exceeds your budget.
