about tx3 evo and 212evo vs stock hsf, and thermal paste advice

i am looking to buy a hsf (second hand or new)

currently i get temps over 70'C @3.6ghz on my 1090t with stock hsf
i am using a cheap silicon based paste, that is why temps are higher, while stock paste gave me 60'C temp at same setting and 70'c on 3.8ghz

1 . so how much difference i will see with tx3 evo and 212evo vs stock hsf
2 . suggest a cheap but good thermal paste

TX Evo is not at all recommended but 212 Evo with push pull setup is best for you and add Artic Silver Paste which might bring down your temps to 50'c at load. I posted an article in the tutorials section regarding 212 Evo. Please go through it as it is very helpful.

also
how much will arctic silver 5 cost in india (ebay said rs1300, theitdepot said 550 but out of stock)
also suggest some cheaper/cheapest silver based thermal compounds

Arctic Silver V costs Rs. 750 for 3.5 g and Rs. 1300 for 7 g. I get it from theitwares
