A free image editor with specific requirements

Hello,
I'm running Windows XP Pro SP3.
I want an image editor which can make selected parts of an image transparent like in Photoshop so that I can merge pictures effectively and make collage. But I don't want to spend all my money for this purpose. So can you guys suggest me any good software which will do this?

Thanks! I use it in Linux but never thought it was available for Windows too! Don't use it often....

I use gimp...Coz i cannot afford Photoshop....Although i have the setup of CS5.....But i like free softwares.
