Hey i just want to know....
I see threads where people are getting 7870 for 16-17k from vedant, So I was thinking to buy a 7870 and overclock it and save some cash.
I don't know much about their performance difference and I heard that 7870 is a bang for buck card. I rally don't know what to do please give some advice....

You want to buy 7870 instead of which other gpu ? 7950 ?

A 7870 cannot compete with the 7950. They are in different segments here.

When highly overclocked, HD 7870 might touch the performance of a stock HD 7950 with GPU Clock of 850 MHz. But most of the current HD 7950 models come with the new Boost BIOS with frequency of 925 to 950 MHz and available around 23K. For example, Sapphire HD 7950 VaporX OC with BOOST comes with the latest boost BIOS (950 MHz clock speed), great custom cooler which can be overclocked to further level for better performance. So they are in a different league compared to HD 7870.

There are different types of 7950 variants available. Prefer a non-ref.

There is nothing specific as a safe/average OC. Keep OCing within safe temp and playable limits.

^^ Current Sapphire Vapor-X is a very good choice considering the price, and overclocking headroom it provide.
It should be available in the market for ~21-22K

Go for 7970 if you can...imo you are spending 60k - 65 k and after that you gonna end up with a weaker card.....if you interested in a long term investment......or dont buy 7970 wait for amd 8*** series.....
