I think you need CPU, motherboard, Ram, Gfx card and SMPS or PSU then. Well, 20K is not a good budget for accomodating all of them. And also you didn't mention the resolution of your existing display.

Here is my suggestion:-

CPU: AMD Phenom II X4 955 @ 5.5K
Motherboard: Asus M4A78LT-M LE @ 2.75K
Ram: Corsair 2 GB 1333 MHz DDR3 CL9 Value ram @ 1K
Gfx card: Sapphire HD 6770 1 GB GDDR5 @ 7.1K
PSU: FSP SAGA II 500W @ 2.2K
HDD: Seagate 500 GB 7200.12 SATA @ 1.8K

Total 20.35K

First thing, If you already have a monitor, why have you mentioned a size range instead of the actual size and resolution?

Cilus' rig is good enough, still I'd make these couple of changes

CPU: AMD Athlon II X4 645 @ 4.2k
Motherboard: Asus M4A78LT-M LE @ 2.75K
Ram: Corsair 4 GB 1333 MHz DDR3 @ 2K
Gfx card: Sapphire HD 6770 1 GB GDDR5 @ 7.1K
PSU: FSP SAGA II 500W @ 2.2K
HDD: Seagate 500 GB 7200.12 SATA @ 1.8K

In case Sapphire is not available, you can go for MSI
If you don't find FSP PSUs, then go for Corsair 400CX @ 2.3k
You can go for Seagate 1TB 7200.12 @ 2.7k, if you can fit that in your budget, but don't compromise on anything else just for more storage.
