hah, sorry, but you bought a 2 gb pen drive disguised as a 16 gb drive.
i too once paid 100 bucks for 2 "8 gb pendrives". they didnt work, so i opened them up and found that their nand memory was missing.
moral : buy pen drives from reputable sources, if possible, open them up and check if all components are there.
On a serious note, you think places that sell these will entertain such claims? If I were to claim such here(in khiddirpore/chandi) they would probably beat me up and take my money.
