limewire

Whenever anybody uploads a file in a P2P network(say, Limewire), does this have any impact on his download speed?

i just d/led the .exe for limewire...it opens an online installer which on my comp just sits there doing nothing....it doesnt d/l any data. it says-downloading installer from 0 of 304 sources....
