Why do Inverters have UPS mode with a range of only 185V - 280V PC's can run very well in the range of 145V- 300V.

I need an inverter for running one light(28 W), one fan and my computer for one hour or so. Budget: around 15K I was thinking of APC 850VA full Sine inverters but have no idea of APC inverter service here in Kolkata. Please help me out selecting one. Thanks in advance.
