doesnt work that way, only the reseller who sold the card can provide rma ,

I know but AKSHAY ENTERPRISE is not co-operating OP nees to RMA it by any means necessary and that was just an idea though may not work but what harms in trying anyway.

the only alternative xfx provides is shipping the card back to them.. which takes way too much time , and way too much money .. ; \

I've read somewhere that one guy had to ship his XFX gfx card to their manufacturing facility in china for RMA and the whole thing was done within Rs. 1.2k if I can remember it correctly.

Yes, I remember that, but he used India Post, private couriers charge a lot.
