Windows XP SP3 - not able to remove or install some programs

Seemingly this old rig had a spyware programs installed. All is clean now - but not able to install new programs.. and install some of them from add/remove programs - These programs include adobe reader 10 and autocad 2004 and some more programs.

I created new administrator user just to verify - but it doesn't seem to allow uninstalling these programs there also..
Also not able to install any new programs.. phew! it fails with 1718 windows errors - microsoft site tells to install installer servcice again - did that - no help its still same...

See attachement - no change /remove button for the administrator user..

DIY FTW!
Scan your system with malwarebytes anti malware. If even that doesn't solve the problem, then you are better off performing a clean install rather than searching ghosts. Btw upgrading to windows 7 or 8 would be nice idea :)
