windows 98,2nd Edtion not shut down automatically

This is for Windows 98, 2nd Edition. If one clicks the shut down, then the screen having the message that "Windows shut down automatically" is appearing still(Hangs) without Windows shuts down automaticlly itself. What is actually the problem? What is the solution for this?
