WiFi devices bandwidth usage measuring Software

I have an Android app which shows me which other devices are connected to my home wifi network(My router is Asus RT-N12LX).
Name is eZnetScan ezNetScan

I want an app for Windows which does the same and more like
1. I want to know the usage of each wireless device connected to my router (My pc connects to the router through LAN, but I need track my Android and Lappy net usage)
2. I want to control the bandwidth (speed) alotted to each of these devices

Like 150 MB transfer cap per day for nokia e63 through Wifi and so on

So can you guys help me out with this.....

I seriously really hate to do this but still

try cproxy --- it can throttle bandwidth and other mgmt stuff.
