I was in the market today enquiring monitor prices. 18.5 inchers are available as low as 4.6k. So I think you can grab a 15-17" monitor for 3.5-4k. Don't even think of CRTs any more.
@OP, Cilus' config is very good, better take your budget a bit further and buy that, you'll love it. If you want to reduce price, a little can be done:
Get FSP Saga II 350w and save 300
Get a cheaper cabinet from Zeb and save 300
or since you already have a DVD writer, knock it off from Cilus' config and you have it right in your budget
I would still suggest the same config that Cilus suggested earlier. However you can choose from the following changes depending on your usage pattern:
Get Gigabyte 880GM UD3H or 880GM USB3L mobo for an additional 1.5k
Get Athlon II X4 640 or 645 for an additional 500 bucks
Get 4GB RAM for an additional 1k
Get 1TB HDD for an additional 1K
Get Cooler Master Elite 430 cabinet for an additional 1k
Advantages:
Motherboard improves overall performance, has USB3 and more back panel connectors etc.
Higher processor speed improves performance, that everyone knows
More RAM makes for better multitasking and improves performace of games and software like Photoshop etc.
Larger HDD means more movies and no worries about space constraints
Better cabinet means somewhat better features and better looks
