extend your budget a little bit & get this as video editing benefits greatly from no. of cores.
processor---AMD FX6300---7400
motherboard---Asus M5A78L-M/USB3---4500
online prices are too high so try to get these locally.above prices are from Delhi nehru place market.

Thank you sunil and whitestar for your kind advice... i go with 30 k configuration. but dont i need GPU for video editing? pls clarify my doubt....

and another thing about cabinet. would 1 k zebronic cabinet be reliable during heavy work?

what about corsair v5 550 psu ? is that worth of price?

ups - microtek or champion ?

Never go with Corsair VS Series PSU's as they are crap.
As for GPU is concerned video editing is CPU intensive work so no need for GPU.
As for UPS go with APC 1100VA @ 5.5k

For cabinet I have edited in the above table for a better cooler master cabinet. Go with it.

both have their pros & cons.asus has optical spdif out port which means you can output untouched audio directly to AVR(audio video receiver in home theater system) while gigabyte has spdif header meaning you have to buy a spdif connector to connect to this header first.on the other hand gigabyte has ide port which is a rarity now-a-days(sata is the standard now) but if you have some old ide/pata hdd or ide/pata dvd writer lying around they can be connected to it.gigabyte also has a usb 3.0 header besides the 2 usb 3.0 ports meaning you can use it to get 2 additional usb 3.0 ports by getting a cabinet with 2 front usb 3.0 ports & connecting to the usb 3.0 header.
