110mb.com is good option.

But they put SMTP off, and dont provide fantastico.

So, prefer a post to host free hosting.
Like frihost.com ....I have also few post to host free hosting. Check my signature.

$2 PM is reasonable budget to get what you need, try googling or look around you will found some.

I don't think free hosting is alternative to paid one.
